Captain Mireval

Captain Mireval leads the council of six, the board of pirate captains who govern Saltmoor from the crow's nest at the top of the city. She is a woman with a peg leg and a pale white scar crossed over her left eye, and she holds court in a hall built into the maw of a ship that has been crashed into the cliffside, seated among the five other captains with the bay windows and the port at her back.

The party met her when they came to settle what they owed on their sale in the wharves. She is shrewd and unhurried, quick with a well-worn line and quicker to dismiss, and she keeps a tight hand on the codes: goods fenced on Saltmoor soil are taxed at anywhere from a quarter to half their value, the exact rate turning on the merit of the crew and the quality of the haul. She heard the party's account, let them argue the codes down as far as they could, and settled them at a 35% cut. Standing advice about her holds true — do not lie to Captain Mireval, and pay what you owe, or a bounty follows you out of the harbor.
